What Makes Employer Coverage "Affordable" Under the ACA?
Under the ACA, Applicable Large Employers (ALEs) with 50+ FTE employees must offer coverage meeting two tests. Failure triggers penalties only when at least one employee receives marketplace subsidies.
1. Affordability Test (2026: 9.02% of Income)
The employee's share of the premium for self-only coverage cannot exceed 9.02% of household income. Most employers use the W-2 safe harbor, employee's share can't exceed 9.02% of W-2 wages.
2. Minimum Value Test (60% Actuarial Value)
The plan must cover at least 60% of total allowed costs and provide substantial coverage for inpatient hospital and physician services. Most standard employer plans meet this test.
